The brief

Short answer

Target service searches, not shopping searches. Repair, replacement and leak terms carry the intent; broad product and brand terms mostly reach buyers comparing units. Win Google Business Profile and Local Services Ads under Plumbers, answer live, quote same-day replacements, and use utility heat pump rebates and aging-unit follow-up to create planned replacement leads.

  • Fact 01In U.S. Keyword Planner data, "water heater" and "tankless water heater" lead the 100K to 1M monthly band, with top-of-page bids of about $19 and $9, while repair and replacement terms bid $58 to $90.1
  • Fact 02A. O. Smith, which believes it is the largest water heater manufacturer in North America, says the significant majority of the markets it serves are for replacement of existing products.12
  • Fact 03Federal law caps the state-run Home Energy Rebate for a heat pump water heater at $1,750, with income limits based on area median income.15
  • Fact 04Fixr's 2026 data puts a water heater installation at a $1,400 national average, with tank units lasting 8 to 12 years and tankless units 15 to 20.10

A water heater lead usually arrives one of two ways: something failed this morning, or a homeowner is quietly comparing units. The first is a service lead worth paying for. The second may not be a service lead at all. The single biggest lead mistake in this trade is mixing the two up, because the largest water heater searches are shopping searches, and they look like leads in a keyword report.

How do customers look for a water heater installer?

In the Strive analysis of Google Keyword Planner data (Sep 2025 to Aug 2026), water heaters cover 2,073 distinct customer search terms nationally, after brand, retailer and DIY terms are removed1. Keyword Planner reports volume as ranges, so treat the volumes below as bands.

The national data splits cleanly by intent1:

Table 02.1
IntentExample termsMonthly bandTop-of-page bid
Product and shopping“water heater,” “tankless water heater”100K to 1M$18.78, $9.21
Repair“tankless water heater repair,” “water heater repair,” “hot water repair near me,” “gas water heater repair”10K to 100K$60 to $90
Replacement and install“water heater replacement near me,” “hot water installation”10K to 100K$62.97, $57.69
Failure symptom“water heater leaking”10K to 100K$60.00

Shopping searches are not service leads. The two biggest terms carry the lowest bids1. Advertisers pay little for them because most searchers are comparing units, prices and stores, not asking for an installer. “Water heaters for sale” reaches 100 or more monthly searches in 14 of the 51 state reports1. Retail is a real channel for these products: A. O. Smith sells residential water heaters through retail home centers, including an exclusive relationship with Lowe’s for A. O. Smith branded products, as well as through about 800 independent wholesale plumbing distributors12. A shopper on a store page is not your lead, though some will need an installer later.

The flip side: a brand name plus “repair” is a service search, even though brand terms are left out of the published data. If you service a brand, say so on a page built for it.

Why the median bid misleads. The national median top-of-page bid for water heater terms is $8.77, against $28.97 for plumbing1. That gap is mostly the product terms pulling the median down. Water heater service terms in the national data bid $58 to $90, not far below the $85 to $107 range of plumbing’s top service terms1. The bids are Google’s top-of-page estimates (the high range is the 80th percentile)26, not cost per lead.

Replacement is planned more often than you think. “Water heater replacement cost” is a 10K to 100K search nationally1. Those are homeowners pricing a job before they call, which is why published price ranges convert.

Where competition is hottest. Arizona ($24.26 median), Colorado ($21.15), Nevada ($17.37), Hawaii ($16.50), Utah ($15.83), New Hampshire ($15.00) and Washington ($14.91) have the highest medians1. In Arizona, “water heater repair near me” bids $140 and “electric water heater repair” about $1381. California, Texas and Florida are the broadest markets by distinct search terms, with medians near $10 to $121. Montana ($1.42), Vermont ($1.62), Mississippi ($1.75), Wyoming ($1.90), Arkansas ($1.93) and West Virginia ($1.98) are the cheapest1.

03Chapter2 min

What is a water heater customer and a lead worth?

Cost guides give the ranges your callers expect1011:

Table 03.1
JobNational averageRange
Water heater repair$45011$150 to $75011
Installation, all types$1,40010$900 to $3,00010
Tank installation$600 to $2,50010
Tankless installation$1,000 to $4,00010
Heat pump (hybrid) installation$1,200 to $4,60010
Permit$25 to $1,50010

Fixr suggests that a repair quote of $1,000 or more is the point where replacement may be the better value11. It puts tank lifespans at 8 to 12 years and tankless at 15 to 2010. Those two facts are the core of the sales conversation and of your follow-up list.

Worked example: value of a service lead. Inputs are illustrative. Use your own.

Table 03.2
StepIllustrative inputResult
Service leads (repair, replace, leak)100100
Real, in-area, bookable70%70
Booked and completed55%38 jobs
Replacements24 x $1,400$33,600
Repairs14 x $450$6,300
Total revenue$39,900
Gross margin40%$15,960
Gross profit per lead$15,960 / 100$159.60

Now compare two ways to buy that lead. If you paid the full $85.92 top-of-page bid for “water heater repair” and converted at LocalIQ’s 8.05% home improvement average25, each lead would cost about $1,067 ($85.92 / 0.0805)1. The high range is an 80th percentile estimate, so many clicks cost less26, but even at half that cost, broad paid search on repair terms only works with a tight radius, strong reviews and fast answering. Now take the cheap “water heater” product term at $18.781. If only 1 in 50 of those clicks were a real install request (an illustrative rate), each service lead would cost $939 ($18.78 / 0.02). Cheap clicks on shopping terms are not cheap leads.

Google Business Profile

Google says local results are mainly based on relevance, distance and popularity (its help page heads the third factor “Prominence”), and says more reviews and positive ratings can help6. You cannot pay for better local ranking6. If you work from home, clear the address and set a service area, and do not add keywords like “Water Heater Repair 24/7” to your business name7. BrightLocal’s 2026 survey found 97% of consumers read reviews for local businesses and 74% seek reviews written in the last three months8. Ask every replacement customer for a review the same day, with a photo of the new unit.

Local Services Ads

Google’s U.S. Local Services Ads list includes Plumbers and HVAC but no separate water heater category2. Within a category, you choose the services to advertise from a list of job types (Google’s example is “install shower”) and set your service area by city, county or neighborhood3. Check the water heater job types in your account and turn off the ones you do not do. You pay per lead2, and Google lists leads that are not charged or can be credited, including requests for services you do not offer and calls outside business hours5. Ranking weighs bid, responsiveness, review count and rating, response time and photos, and missed calls can hurt you4.

Google began moving Local Services Ads into Performance Max campaigns with pay-per-lead goals in August 2026, and plumbing and HVAC are in the first group of U.S. categories. You still pay per valid lead and ads keep the same placements, but management moves into Google Ads and your average weekly budget is divided by 7 into a daily average28. Check your account notices before you set budgets.

Build campaigns around service intent: repair, replacement, installation, leaking, no hot water, and brand plus repair for brands you service. Use a strong negative list: “for sale,” “price” (unless you publish prices), “Home Depot,” “Lowe’s,” “best,” “reviews,” “parts,” “anode rod,” “element,” “manual,” “how to.” Write separate ads for tankless and heat pump installs and send them to pages with your real price ranges.

Organic pages

Owners research tankless and heat pump units for weeks. Pages that answer “how much does it cost to replace a water heater in [city],” “tank vs tankless” and “heat pump water heater rebates in [state]” match the planned searches in the data1. ENERGY STAR estimates a certified heat pump water heater can save a household of four about $550 a year versus a standard electric water heater, with a payback of about 2.7 years13. Use numbers like these, with the source, on your pages rather than vague efficiency claims.

Rebates as lead hooks

The federal tax credit is gone for new work: the IRS says 25C is not allowed for property placed in service after December 31, 202514. What remains:

  • State Home Energy Rebates. Federal law caps the rebate for a heat pump water heater at $1,750, with up to 100% of cost covered for households under 80% of area median income and 50% for households from 80% to 150%15. States run the programs, and the Department of Energy says they are available only in select states16.
  • Utility rebates. Con Edison offers a $1,500 instant rebate on qualifying heat pump water heaters bought from September 1 to November 30, 2026, and $1,300 outside that window, applied at participating Lowe’s or Home Depot stores, including for contractor installs17. Cape Light Compact in Massachusetts pays $750 per standard heat pump water heater and $1,500 for split systems, requires installation by a licensed plumber in 2026, and passes the rebate through participating distributors to the homeowner’s invoice18.

Decision rule 04.A

If your utility has a distributor or point-of-sale rebate, become the installer who handles it end to end. Homeowners who find the rebate first need someone who can buy the right unit and file the paperwork.

Past customers and referral partners

Because tank units last about 8 to 12 years10, every install you did eight years ago is a future replacement. Record install date, brand, size and fuel on every job, and contact customers before the unit fails. A. O. Smith says the significant majority of the markets it serves are for replacement of existing products, and that industry residential replacement volume was flat in 202512, so most demand will come from units already on walls. Property managers, home inspectors and realtors often see failing units first, which makes them worth a regular visit.

05Chapter2 min

What licensing rules affect water heater marketing?

Water heater installation is usually plumbing work, so plumbing licensing and advertising rules apply.

Texas. The Texas State Board of Plumbing Examiners licenses plumbers27. Texas law defines plumbing to include the installation, repair, service or maintenance of a fixture, appliance or piping used to supply, distribute or circulate water19. The City of College Station, for example, requires a permit for water heater installation and states that any contractor performing the work must hold a Texas plumbing license20. Plumbing company ads in Texas must state the Responsible Master Plumber’s license number regardless of media, and service vehicles must show the number and company name on both sides21.

California. Plumbing contractors are licensed under the C-36 classification23. The CSLB tells contractors to put their license number on all advertising, including websites and online postings, and on commercial vehicles, and not to advertise outside their classification or advertise that they are bonded22.

Florida. The contractor’s registration or certification number must appear in every advertisement and offer of services, regardless of medium24.

Rebate programs. Some utility programs require a licensed plumber for the rebate, as Cape Light Compact does18. That makes your license a selling point in rebate marketing.

These are examples. Rules differ by state and city, so check your plumbing board and permit office, and talk to a lawyer if a rule decides how you advertise.

06Chapter1 min

When does water heater demand rise and fall?

The Strive keyword data is a 12-month average and does not show monthly swings1, and no primary source located for this page gives a reliable seasonal pattern for water heater service. A common rule of thumb among installers is that failures and replacement calls rise in colder months, when incoming water is colder and units work harder. Check Google Trends for “water heater repair” in your state before setting seasonal budgets. Rebate windows also create demand: Con Edison’s higher rebate runs only from September 1 to November 30, 202617.

07Chapter1 min

What mistakes do water heater installers make with leads?

  1. Bidding on product terms. “Water heater” and “tankless water heater” bring volume, not installs1. Instead: bid on service terms and add shopping and retailer negatives.
  2. Missing the failure call. In an HBR audit of 2,241 U.S. companies, only 37% responded to a web lead within an hour. In a separate study of 1.25 million leads described in the same article, firms that tried within an hour were nearly 7 times as likely to qualify the lead as those that tried even an hour later9. A leaking tank is a same-day decision. Instead: answer live and offer same-day or next-morning replacement.
  3. Hiding prices. “Water heater replacement cost” is a 10K to 100K search nationally1. Instead: publish tank, tankless and heat pump ranges with what is included.
  4. Promoting an expired tax credit. 25C ended for property placed in service after 202514. Instead: promote state and utility rebates with links to the program pages.
  5. No install records. Instead: log date, brand, size and fuel on every job and schedule a check before year eight.
  6. Leaving the license number off ads. Instead: put it in ads, pages, invoices and trucks212224.

08Chapter2 min

What does a 90-day plan look like for a small water heater installer?

Plan 08.A / Weeks 1 to 12 3 phases

Days 1 to 30Capture failures

  1. W1Set up call tracking and live answering for business hours, plus missed-call text-back.
  2. W1Add your license number to the site, ads, invoices and trucks212224. Remove any federal tax credit claims14.
  3. W2Clean up the Google Business Profile: real name, service area, hours, photos of installs7.
  4. W3Start same-day review requests with a photo of the new unit.
  5. W4Apply for Local Services Ads under Plumbers and select only water heater and related job types you do23.

Days 31 to 60Buy only service intent

  1. W5Launch paid search on repair, replacement, leaking and installation terms, with a negative list for retailers, “for sale,” parts and DIY.
  2. W6Publish a price page for tank, tankless and heat pump replacements with ranges and what is included.
  3. W7Publish brand repair pages only for brands you service.
  4. W8Review cost per booked job by source against your gross profit per lead.

Days 61 to 90Build planned demand

  1. W9Enroll in any utility distributor or instant rebate program in your area1718, and check your state’s Home Energy Rebates status16.
  2. W10Publish a rebate page for your state and utilities.
  3. W11Pull past jobs with tank units seven or more years old and offer an inspection10.
  4. W12Meet three property managers or home inspectors and offer a same-day replacement service level.

09Chapter1 min

Bottom line

  • The biggest water heater searches are shopping searches with low bids; service leads come from repair, replacement and leak terms that bid $58 to $901.
  • A service lead is worth paying for only when your mix includes replacements, since an install averages about $1,400 and a repair about $4501011.
  • Use Local Services Ads under Plumbers with tightly chosen job types, and answer every call live234.
  • The federal 25C credit ended after 2025; state heat pump rebates (up to $1,750) and utility rebates are the hooks that remain141517.
  • Install records and age-based follow-up turn past jobs into planned replacements, which is where most of the market is1012.

10Questions owners ask5 questions

Questions owners ask

Q01Why are water heater keyword bids so much lower than plumbing bids?

Because the biggest water heater searches are product searches. "Water heater" and "tankless water heater" have the most volume but bids of about $19 and $9, which pulls the median down to $8.77. Repair and replacement terms bid $58 to $90, in line with plumbing. Budget off the service terms, not the median.

Q02Can I run Local Services Ads just for water heaters?

There is no separate water heater category in Google's U.S. list. Water heater installers usually qualify under Plumbers, then choose the specific job types they want to show for. Check the job types available in your account and turn off the ones you do not do.

Q03Do I need a plumbing license to replace a water heater?

In many states, yes. Texas defines plumbing to include installing and servicing appliances that supply water, and Texas cities such as College Station require a permit and a state plumbing license for water heater work. Some utility rebates also require installation by a licensed plumber. Check your state board and city.

Q04Is the heat pump water heater tax credit still available?

Not for new installs. The IRS says the 25C credit is not allowed for property placed in service after December 31, 2025. State Home Energy Rebates (up to $1,750 for a heat pump water heater, income-based) and utility rebates are the incentives to promote now, where they exist.

Q05What is the best way to get water heater leads?

Target service searches, not shopping searches. Repair, replacement and leak terms carry the intent, while the biggest water heater searches are shopping searches with low bids. Win Google Business Profile and Local Services Ads under Plumbers, answer live and quote same-day replacements. Then use install records, age-based follow-up and utility heat pump rebates to create planned replacement leads.
